State of emergency in Lima and Callao: What activities need permission from now on, according to supreme decree?

Since midnight this Wednesday, the state of emergency has been in force in Metropolitan Lima and in the port province of Callao, a measure that restricts some activities and limits certain constitutional rights for a period of 30 days.

The provision, announced by the interim president José Jerí and formalized through Supreme Decree No. 124-2025-PCM published in the official gazette The Peruviangrants to the National Police (PNP) the responsibility of controlling internal order in both jurisdictions, with the support of the Armed Forces.

The document orders specific controls to combat crimes and violent situations and limits, while the measure is in force, guarantees such as individual freedom, personal security, the inviolability of the home, assembly and movement.

The organization of public events is undergoing significant modifications, since, from now on, any massive event of a religious, cultural, sporting or other similar activity can only be carried out if a permit application is submitted, as established in article 4 of the New Regulation of Technical Safety Inspections in Buildings.

In accordance with this regulation, local authorities will review establishments that operate with or without an operating license, as well as public, sporting and non-sporting events, with special attention to those that attract up to three thousand attendees.

Meanwhile, non-massive meetings or events can be held without requiring prior authorization.. Due to these provisions, some specialists point out that the emergency declaration aims to stop possible anti-government demonstrations, such as the protest scheduled for this Saturday the 25th.

Patrolling in key areas includes whereabouts, metro stations and strategic assets. According to the decree, search and capture operations will be carried out for people with arrest warrants, as well as identity checks on public roads, properties and vehicles. The procedures may require the unlocking of buildings, in accordance with official reports.

The document prohibits two adults from traveling together on linear motorcycles and establishes the transfer to depots of any vehicle with falsified papers or license plates that do not allow proper identification. The controls include seizures of weapons, ammunition, explosives and illegal pyrotechnics, as well as inspections on the manufacturing and marketing of pyrotechnic products.

The National Intelligence System will carry out reliability tests with polygraphs on the staff of the National Penitentiary Institute (INPE) and on servers determined by the National Citizen Security Council. Operations are also established to control chemical inputs used in the production of drugs.

In judicial matters, the decree strengthens flagrante delicto units to improve the immediate judicial response and grants special security measures to prosecutors and judges involved in criminal cases.

Former president Dina Boluarte, Jerí’s predecessor, adopted similar measures that did not achieve favorable results in the face of the increase in crime and organized crime.

The president reported the decision in a context marked by the mobilization of ‘Generation Z’, which took over public space under the One Piece logo as an emblem of opposition to organized crime and the institutional crisis.

The security forces responded with actions that resulted in more than 100 injuries, both civilians and agents, in addition to one fatality (Eduardo Mauricio Ruiz, a 32-year-old rapper).
