Pico y Placa Cartagena avoids fines this Monday, November 10

These are the cars that will not be able to circulate in Cartagena today, November 10, according to the vehicle restriction program known as Pico y Placa.

The day of the week, the time, the type of car and the finish of the license plate are the factors that determine which cars are not allowed to circulate this Monday.

It is important to mention that this vehicle prohibition changes daily, so it is extremely important to stay informed according to its updates and thus avoid unpleasant surprises when driving along the streets of the Colombian city.

The authorities define the Pico and Plate according to the day of the week, the type of car and the last digit of the license plate. It is also important to remember that this program applies differently by city.

The purpose of limiting vehicle traffic on city streets is to reduce the vehicle fleet and with it traffic, car accidents and pollution levels.

Not only the vehicle restriction, but also the Pico y Placa schedule in Cartagena changes by vehicle type and applies as follows:

Motorcycles: from 5:00 a.m. to 11:00 p.m.

Individuals: from 7:00 a.m. to 9:00 a.m. and from 6:00 p.m. to 8:00 p.m.

Taxi: from 6:00 to 6:00 the next day, that is, for 24 hours.

The mayor of Cartagena published what the rotation of the Pico y Placa will be like during the second half of 2025.

The vehicle restriction program will be determined according to the last number on the vehicle’s sticker, as well as the day of the week.

The Pico and Plate for private vehicles will govern from Monday, July 7 and until October 3, 2025 as follows:

Monday: 1 and 2.

Tuesday: 3 and 4.

Wednesday: 5 and 6.

For October 6, 2025 and until January 2, 2026, it will rotate as follows:

In order for the car with these conditions to be exempt from the Pico y Placa, the corresponding application must be submitted with a copy of the correct documentation of the car and the driver, as well as the peace of mind for all concepts.

According to the mayor of Cartagena, the sanction for violating the Pico y Placa guidelines is the following:

A fine equivalent to those 15 days of current minimum wage. Currently the minimum daily wage is paid at 47,450 pesos, so amounts to 711 thousand 750 pesos.

In addition to the fine, the offender’s vehicle will be immobilized.
