An internal complaint known by Infobae Colombia warns about alleged irregularities in the operation of the National Unified Corporation for Higher Education (CUN), under the rectorship of Jaime Alberto Rincón Prado.

The document maintains that the institution operates under a model that would allow access to public resources through educational agreements and inter-administrative contracts with little or no state supervision.

According to the complainant, a former employee of the university, the CUN “functions as an academic façade that serves the government to graduate people and put them into public procurement, generating fraud with state resources.”

In his testimony, the source – who requested that his identity be withheld for security reasons – states that “the mix of public and private resources creates a perfect smokescreen to inflate contracts, overcost services or justify fictitious income.”

The complainant requested that her identity be reserved for fear of reprisals, ensuring that within the institution “The mistreatment of employees is terrible and the threats are constant”.

The document also warns that the CUN agreements with public entities “do not have sufficient auditing” and that the control authorities have not intervened effectively.

According to the complainant, within the institution “it is known that there are irregularities, but they are never investigated.” He added that he has brought the facts to the attention of representatives of the House.

Infobae Colombia The Ministry of Education was contacted to find out if there was a record of formal complaints related to the CUN. The entity indicated that, to date, it does not have registered complaints about alleged irregularities in the institution, although it noted that it will continue to follow up on any report that is presented.

The situation described is similar to the case revealed in 2025 about the San José and Juliana Guerrero University Foundation, in which academic structures that operated as platforms to access state funds through interinstitutional agreements were reported.

In both cases, the allegations point to private universities that combine academic programs with public contracts, which, according to the complainants, creates a favorable space for the lack of fiscal control and opacity in the management of resources.

The complainant emphasizes that the CUN model would not be an isolated event, but rather part of a pattern that involves higher education institutions with little accreditation and high participation in public agreements.. “This educational business model is perfect for money laundering and no one audits them,” he said.

In the specific case of the CUN, the rector Jaime Alberto Rincón Prado has held the position since 2008, the year in which he assumed direction after signing an agreement with the institution. Since then, the university has signed multiple contracts with state entities.

In Cúcuta, for example, it was selected in 2015 to evaluate candidates for the Personería, which generated criticism for the business relationship between Rincón Prado and Víctor Carrillo, then a candidate for Mayor.

In Córdoba, the Departmental Assembly hired her to evaluate candidates for the regional Comptroller’s Office, despite the fact that the institution had received more than $56,000 million in royalty resources through science and technology agreements with the Government.

These operations, according to the complaint, are part of a structure where inter-administrative agreements are used to justify transfers of resources without direct control, a phenomenon that the authorities have not yet thoroughly reviewed.

In parallel, the rector Rincón Prado appears mentioned in an investigation of the digital medium Corruption Todaywhich documents a judicial process against him initiated in 2008 for alleged fraud and theft.

The case was filed by Cali businessman José Luis Malvehy, who accused him of having breached an investment contract and causing the bankruptcy of his company S3 Wireless Colombia.

The portal points out that the file has passed through the hands of at least 12 prosecutors without formal charges being filed, among them the current deputy prosecutor and candidate for the head of the Attorney General’s Office, Martha Mancera. According to that same investigation, the United States Embassy would have sent communications to the Prosecutor’s Office in 2017 to request information about the case.

Besides, Corruption Today details that part of the resources obtained by Rincón Prado were allocated to the creation of the Filigrana Investment Group, which participated in sectors such as energy and health.

In 2017, his name appeared again as one of the partners of the EPS Medimás, through the company Prestnewco SAS, one of the members of the Prestasalud consortium. The entity was liquidated in 2022 after accumulating debts exceeding $2 billion.
