The national government issued Decree 1092 of October 16, 2025, which establishes a 7% increase in the monthly allocation of members of the Congress of the Republic.

The readjustment applies with tax effects from January 10, 2025, in compliance with the provisions of the laws that regulate the remuneration of public servants. This means that congressmen will receive the increase retroactively and must be paid the salary difference corresponding to the months between January and the date of application of the decree.

The measure was signed by President Gustavo Petro, the Minister of Finance and Public Credit, Germán Ávila Plazas, and the director of the Administrative Department of the Public Service, Mariela del Socorro Arragán Beltrán. The administrative act updates the salary of congressmen according to the average of the increases granted to central administration employees during the same year.

At the moment, Colombian legislators earn a monthly allowance of $48,142,046, according to the decree in force at the beginning of 2024. With the readjustment decreed for the validity of 2025, the remuneration will exceed 52 million pesos per monthin line with the certification issued by the Comptroller General of the Republic.

Decree 1092 of 2025 indicates that the readjustment is carried out “in development of the general norms indicated in Law 4 of 1992, Law 644 of 2001 and article 187 of the Political Constitution.”

The latter establishes that the allocation of members of Congress will be readjusted each year “in proportion equal to the weighted average of the changes that have occurred in the remuneration of central administration servants, according to a certification issued for this purpose by the Comptroller General of the Republic.”

The Comptroller General of the Republic, in compliance with this provision, issued on June 16, 2025 the certification that sets the weighted average of the salary increases applied to employees of the national central administration at seven percent (7%). This calculation was made based on the decrees that established the remuneration scales for public servants previously issued by the national government..

The second article of the decree establishes that the Payroll Offices of the House of Representatives and the Senate of the Republic must issue a detailed certification of the emoluments resulting from this increase. These reports will guarantee the application of the readjustment and its accounting record in the corresponding period.

Furthermore, these offices must not only certify the updated emoluments, but also verify the correct settlement of the retroactive payment corresponding to the months prior to the publication of the decree. This process involves adjusting payrolls, recording values ​​in the Integrated Financial Information System and ensuring that payment is made against the current budget..

The readjustment occurs a few months before an electoral year in Colombia, in which the country will elect both the new Congress and the next president of the Republic. With the entry into force of Decree 1092 of 2025, the legislators who are elected in the 2026 elections will begin their period with the new updated salary, in accordance with the salary increase policy defined by the national government for the fiscal period of 2025.

This adjustment will also serve as a reference for budget planning for the next legislative four-year period and for the projection of operating expenses.which is expected to ensure transparency and sustainability in the allocation of resources, as well as adequate financial management and compliance with institutional goals.
