He Ministry of Health of the Nation ordered a general increase in amounts of subsidies and scholarships intended for the care, prevention and support of people with problematic substance useeffective November 1, 2025. This update covers the main national programs comprehensive approach, co-living community houses, community care and accompaniment houses, as well as the scholarship system for territorial operators, in response to the increase in operating costs and the growing demand for specialized services.
The decision, formalized through resolutions 2924/2025, 2925/2025, 2926/2025 and 2927/2025, published this morning in the Official Gazetteimplies the repeal of the values established in August and September 2024 and the approval of new tariffs and amounts for each modality and category of benefit.
The central objective, as detailed in the recitals of the resolutions, is strengthen the response capacity of institutions and devices that make up the national network, avoiding a decrease in the quality of services and guaranteeing access to comprehensive treatments throughout the territory.
Within the framework of Subsidy Program for the Comprehensive Approach to People with Problematic Substance Usethe new recognized values vary depending on the modality and the level of support required. For high-level support coexistence arrangements (Category A), the daily allowance amounts to $36,450 per person, while for the medium level (Category B) it is set at $24,646 and for the low level of support (Category C) in $20,056. In the outpatient modalities, the Day House half a day will receive $12,064 daily and full day $16,432. External clinics, for their part, will have recognition of $4,782 per hour of daily working hours.
The Coexistence Community Houses (CCC)which function as containment and accommodation spaces for people in situations of high social vulnerability and problematic consumption, will also see their subsidies increased. He base module is set to $9,700,905 monthly, while both the additional and the specific module reach the $4,850,451 each, with the possibility of recognizing up to two additional modules per house.
As for the Community Care and Accompaniment Houses (CAACs)aimed at social inclusion and comprehensive assistance at the community level, the new amounts are distributed based on the complexity of the benefit module. He more complex module looks at $7,613,120 monthly, the intermediate module in $5,437,944he base module in $3,262,819 and the initial module in $3,109,268.
He Income Stimulus Scholarship Systemaimed at strengthening the policy of prevention, care and support in problematic consumption through Community Territorial Devices, also undergoes a significant update. Beneficiaries who comply 30 hours per week and develop tasks of greater dedication and complexity (Category A1) will perceive $675,000 monthly. For the Category Acorresponding to thirty hours per week, the amount will be $437,500and for the Category Bfifteen hours per week, are assigned $337,500.
The justification for these measures, as stated in the technical reports of the Undersecretary of Attention and Support in Drug Mattersresponds to the increase in fixed and variable costs faced by providing institutions and the need to provide them with greater resources to sustain and improve the quality of services. Furthermore, the growth of the consumption problem and the consequent expansion of the demand for specific approaches throughout the country stands out.
The Secretariat of Comprehensive Drug Policies of the Argentine Nation (SEDRONAR) intervened and agreed to each of the resolutions, while the General Directorate of Budgetary Programming and Control and the General Directorate of Legal Affairs They took the intervention of their respective powers. The financing of these increases will be carried out from the specific budget items of the corresponding financial year.
