President of Peru declared a state of emergency in Lima and Callao due to security issues

President José Jerí confirmed in a message to the Nation, the declaration of the state of emergency in Lima and Callao as part of the Government’s actions to confront crime.

“Crime has grown disproportionately in recent years, causing enormous pain to thousands of families and also harming the progress of the country, but this is over. Today we begin to change history in the fight against insecurity in the country,” President Jerí stated at the beginning of his speech.

“The state of emergency comes into effect at 00:00 in Metropolitan Lima and Callao for 30 days and presents a new approach: we go from offensive to defensive in the fight against crime, a fight that will allow us to recover the peace, tranquility and trust of millions of Peruvians. Wars are won with actions, not with words,” the president stated in a brief message to the Nation.

The president’s announcement comes in a context of growing citizen insecurity and increase in organized crime in the capital and the first port.

During the state of emergency, constitutional rights related to freedom of movement in the national territory, freedom of assembly and personal freedom and security are suspended.included in sections 11), 12) and 24) literal f) of article 2 of the Political Constitution of Peru.

Likewise, it provides for the intervention of the National Police of Peru and the Armed Forces in accordance with the provisions of Legislative Decree No. 1186, Legislative Decree that regulates the use of force by the National Police of Peru, and in Legislative Decree No. 1095, Legislative Decree that establishes rules for the employment and use of force by the Armed Forces in the national territory and its Regulations, approved by Supreme Decree No. 003-2020-DE, respectively.

The State of Emergency is declared for a period of thirty (30) calendar days in Metropolitan Lima of the department of Lima and in the Constitutional Province of Callao. The National Police of Peru maintains control of internal order, with the support of the Armed Forces, to confront crime and other situations of violence.

The National Citizen Security Council, Conasec, the Regional Citizen Security Committees, Coresec, of Metropolitan Lima and the Constitutional Province of Callao are declared in Permanent Session for as long as the State of Emergency lasts.to the District Committees of Citizen Security, Codisec, of Metropolitan Lima and the Constitutional Province of Callao, to the National Council of Criminal Policy, Conapoc, as well as the Committees constituted in this Supreme Decree.

Hours before, the Council of Ministers announced that this Tuesday the supreme decree that would declare a state of emergency in Lima and Callao would be approved. According to the statement, the measure responds to the commitment of the President of the Republic, José Jerí, to “face head-on the crime” that affects the country.

He announced that the decree will collect the contributions and initiatives of various State entities and will contemplate a package of urgent measures. aimed at effectively combating crime, especially in the areas most affected by the increase in violent crimes.

Although the PCM has not yet specified the duration of the state of emergency or the specific provisions it will includethe device is expected to enable the joint intervention of the National Police and the Armed Forces to reinforce citizen security.

The decision comes amid growing social demand for concrete actions against insecurity and after President Jerí announced, in his first public statements, that the fight against crime would be a priority of his administration.
