In the midst of the million-dollar contract awards made by the national government before the Guarantees Law came into force, a new inter-administrative agreement was known that the Presidency of the Republic would have approved exclusively to show the results of Vice President Francia Márquez.
This was announced by the former councilor of Bogotá and current candidate for the Chamber, Daniel Briceño, who, through his X account, revealed the millionaire contract valued at more than 1,500 million pesos in favor of Rtvc to produce and disseminate the audiovisual pieces.

“The Presidency of the Republic gave $1,500,000,000 to RTVC so that in the next 7 months they can create content and disseminate the main “achievements” of the administration of Vice President Francia Márquez. Colombians will pay for the money laundering of Francia Márquez,” said the current candidate for the House of Representatives for Bogotá.
According to the document revealed by Briceño, it is inter-administrative contract No. 390-26, in which two state entities consolidated a key agreement for the production and transmission of audiovisual content aimed at the promotion of rights and institutional messages.
The Administrative Department of the Presidency of the Republic and Radio Televisión Nacional de Colombia Rtvc SAS defined goals and responsibilities in the document that details both the execution structure and the required technical capabilities.
One of the central axes of the contract is the strengthening of participatory spaces. The parties established that the actions will be aligned with the missions of the Vice Presidency of the Republic, emphasizing the defense of the rights of subjects of special constitutional protection. The dissemination of institutional activities and initiatives thus becomes a priority on the audiovisual agenda.
The agreement provides for the delivery of a monthly dissemination and dissemination plan. Each 30-day cycle will include precise reference to the number of impacts, types of content and coverage areas on a national scale. Administrative supervision will be responsible for defining and adjusting these parameters based on the needs detected.
The document specifies the daily presence in both radio media and external digital platforms. In addition, each month the inclusion of content in four external printed media will be guaranteed, through reports or journalistic notes managed by actors outside the contracting entity.
Among the commitments, a digital advertising plan stands out aimed at strengthening the official channels of the Vice Presidency and Francia Márquez as head of that agency..
The implementation of these advertisements will be carried out in the entity’s digital accounts, with a focus on multi-format content. The agency will be responsible for providing the materials that Rtvc SAS will transform and disseminate.
The contract was signed by Jorge Alberto García García, representing the Administrative Department of the Presidency, and Quintiliano Pineda Céspedes, as Deputy Manager of Corporate Support of Rtvc SAS. Both officials acted based on current resolutions and possession records, ensuring the legality and contractual capacity required by Colombian regulations, such as Law 80 of 1993, Law 1150 of 2007 and the Law 1474 of 2011.
Rtvc SAS, linked to the Ministry of Information and Communications Technologies, is recognized in the document as a State Industrial and Commercial Company, which reinforces the public and regulated nature of the agreement.
The contract makes explicit the declaration of non-inability or incompatibility of the representatives, in compliance with the aforementioned laws and constitutional norms. This point guarantees a transparent process aligned with the principles of public service, offering a framework of trust for the development of the agreed services.
