He government of José Jerí presented the request for legislative powers to Congress of the Republic. Among the topics addressed in the document is the absolute reorganization of the National Penitentiary Institute (INPE). The president of the Council of Ministers, Ernesto Alvarez, mentioned in dialogue with Channel N who hope that the Parliament take care of the order in the next few days.
“Today we submitted the bill to request legislation delegated to Congress, we hope that within the next week they will grant us the powers. Among these powers is a specific measure and that is the absolute reorganization of the INPE“, held.
Regarding the departure of the current head of the institution, Iván Paredes, he commented that the reorganization would contemplate it, so “understand that yes“According to the premier, this request for powers was presented after the Executive Branch inspected prisons to carry out searches and relocate inmates considered dangerous.
The legislative package includes 58 measures, of which at least 27 refer exclusively to the issue of citizen security, which, he assures, have been discussed with technicians, retired generals and intelligence experts from the Armed forces.
The head of the PCM also mentioned that there will be a relocation of inmates, having high security prisons and with experienced and well-paid agents, while the primary inmates will be in other environments or different prisons. “They have been passing filters and the measures we are proposing are logical and bold measures,” he said.
He government of José Jerí He had already been studying the proposal to reorganize Inpe for weeks. In November, for example, Executive analyzed the possibility of declaring an emergency National Penitentiary Institute as a measure against the increase in crime in the country.
This was said by the president of the Council of Ministers, Ernesto Álvarez, who specified that the initiative responded to the need to implement a comprehensive restructuring of the penitentiary system and combat the actions of criminal gangs from inside the prisons.
At that time, he noted that the decision is based on the finding that leaders of criminal organizations continue to coordinate illicit activities from prison. Illegal access to the Internet through portable clandestine antennas has allowed these inmates to maintain their operations, which represents a serious challenge for prison authorities. For this reason, the declaration of emergency seeks to interrupt these communication channels and strengthen control in prisons.
Among the proposed actions, the transfer of prisoners considered highly dangerous to establishments such as Ancón I and Lurigancho. The head of the PCM argued that the staff of these prisons has experience in handling dangerous inmates, which would facilitate management and avoid possible overcrowding situations that currently affect the Peruvian prison system.
Another measure proposed is the implementation of the use of polygraph for prison staff, in order to identify possible acts of corruption or links with criminal organizations. Álvarez explained that this tool, although it does not constitute legal evidence, can offer important clues to initiate administrative or criminal investigations in cases of suspected misconduct between officials and security agents.
