The municipality of Arjona, in the district of Rocha, is the scene of tension and citizen unrest due to the persistent problem of the main road that connects this area with the rest of the department of Bolívar. During the election day in which the Historical Pact chose its candidates for the 2026 elections, the population took advantage of the situation to make a forceful call to the national government.
On October 26, 2025, the burning of electoral material was recorded in the district of Rocha. The fact, caused by the fatigue of the inhabitants of this region of the Caribbean coast due to the delays in the repair of the main road, refers to a situation that has been without a response for years from the national authorities, despite the fact that there is a court ruling that orders immediate actions.

Faced with the fact, the governor of Bolívar, Yamil Arana, spoke out about the problem and made an urgent call to the National Highway Institute (Invías) to comply with the court order that requires improving the conditions of the road to Rocha. Arana stressed that the ruling does not respond to a simple request from the departmental administration, but rather to a legal obligation that the national authorities must address without delay.
“The Invías has a court ruling, it is not an invention of the governor of Bolívar, the court ruling forces them to improve the conditions of the road to Rocha, they have not done it and they have to do it, it is a community that has been asking for help for some time”the president expressed in statements collected by Snail Radio regarding the discomfort of the inhabitants of the township.
With the demonstration that affected the development of voting day in that population, citizens seek to make an urgent call so that the road that, according to them, allows them to work, study and access basic services be repaired and, at the same time, contribute to improving their quality of life.
Despite having a court order ordering the repair of the road, which is added to a series of actions and requests made by the community and municipal authorities to the National Government, the actions in this matter have not made significant progress, which results in physical and emotional exhaustion of the inhabitants of the region to be able to carry out each of their daily activities.
Although Arana announced that the aqueduct project for the area has already been approved, with an investment of $30,000 million, he recognizes that these efforts are insufficient due to the deterioration of the main road, whose repair is the responsibility of the coordination between national and regional entities.
“But as they tell me, the governor is cool with everything he is going to do with housing improvements, too, but we don’t have a way to get to our homes. They are right, but that is a judicial ruling that forces the Invías, that is, the National Government to improve the conditions of the road. We are waiting for him to comply and we are going to travel with the community of Rocha and Puerto Badel to knock on the doors,” indicated the leader of the Bolívar department.
For this reason, the president has assumed the commitment to accompany the community in the search for answers and solutions, which is why he announced that he will personally travel to the country’s capital along with representatives of Rocha and Puerto Badel to insist before the National Government on compliance with the sentence.
According to the president, the objective of the trip to Bogotá is to ensure that the complaints of the inhabitants of the region are addressed and, additionally, that the sentence is carried out effectively and without giving rise to inconvenience and discontent that translate into new demonstrations.
