The Board of Directors of the Congress of the Republic, chaired by the Fujimori Fernando Rospigliosihas agreed to approve the institutional budget project for fiscal year 2026 for S/ 1,768,984,816.00.

According to the document published on the institutional page, the session was held last Friday, November 7, and was attended by Rospigliosi and the vice presidents Waldemar Cerrón (Perú Libre) and Ilich López (Popular Action).

During the 18th session, the collegiate body evaluated a report from the Office of Planning, Budget and Modernization, whose head explained the items and components of the budget project, which brings together “all sources of financing.”

The agreement provided for sending the document to the Board of Directors for review, which will define the resources that will allow, among other things, to install the bicameral parliament.

According to the research portal Public Eye, The new budget represents an additional S/ 356 million compared to this year, when the Legislature administered its largest amount in the unicameral stage: it started with S/ 1,412 million—the highest figure since 2021—and then rose slightly to S/ 1,413 million.

The portal also indicates that more than S/ 68 million have been allocated to infrastructure works and the construction of a new building worth S/ 37.5 million was authorized, the delivery of which is scheduled for 2026. However, the Fiscal Council recently warned that this Legislature approved 229 laws with a negative fiscal impact, a figure that triples the average of the last three Parliaments.

Another report from the same medium had warned that, of the S/ 1,412 million of the current budget, Congress assigned S/ 23.3 million to the payroll of 11 investigative commissions and 28 special commissions created by the plenary session. Only one investigative commission obtained approval of its final report, while the special commissions only present non-binding conclusions.

The increase in these groups motivated a request for a supplementary credit of S/ 70 million in 2023. Most of the congressional spending corresponds to payroll payments, with S/ 923 million of the current budget directed to salaries, according to the specialized portal.

Last weekend, Fourth Estate spread the agreement to acquire S/ 1,900 cards for the Christmas bonuses of parliamentary workers.

The Sunday newspaper reported that, in addition to this benefit, the congressmen will receive year-end bonuses of S/ 46,900 each, despite having a salary of S/ 15,600, bonuses twice a year, a bonus for congressional function of S/ 11,000 and S/ 2,800 for the so-called week of representation.

The document obtained by the television station describes the purchase of 4,500 cards, with a projected expense of S/ 8.55 million within the Execution Plan for Social Welfare Activities. The value of the benefit increased from S/ 1,500 in 2020-2021 to S/ 1,900 in 2024-2025 and, according to the report, Parliament allocated S/ 24.6 million to this concept between 2023 and 2025.

The bonuses appear in the current collective agreement with the SITRACON union, which concludes this year, and whose new negotiating commission has already been installed to define the 2026-2027 agreement.
