The Mayor’s Office of Santiago de Cali began the installation of 40 new cameras of the Integrated Citizen Video Surveillance System, a technological commitment aimed at improving security and mobility in the capital of Valle del Cauca.

The implementation of the system has allowed the capture of nearly 50 so-called ‘motothieves’ in recent months. Among the most recent procedures facilitated by these technological tools, the arrest of aliases El Ministerio and Nathaly stands out, linked to acts of violence and theft in the San Bosco neighborhood, where, according to the authorities, they injured a citizen with a firearm and allegedly participated in multiple crimes.
According to the Secretary of Security and Justice, Jairo García, the process responds to the mayor’s instruction to strengthen the surveillance network and increase coverage. The official specified that by orders of the mayor, these types of devices would continue to be installed in the city with technology capabilities including artificial intelligence and license plate detection.
“But we also want to thank the private sector, with which we have been working and with which more than three shopping centers are already being added to have greater visibility and greater reach. The security devices announced by the administration also respond to the photodetection cameras reported by the mayor’s office in August 2025. The selection of the monitoring points was made based on statistics provided by the Ministry of Mobility, the Automotive Diagnostic Center of the Valley (Cdav) and the National Road Safety Agency (Ansv).
The criteria included the number of fatal accidents, injured people and property damage on public roads. When these indicators exceed the established minimum margins, the ANSV evaluates the applications and grants authorization for the installation of the respective devices.
The manager of the Automotive Diagnostic Center of the Valley, Diana Carolina Reina Cardona, explained that the incorporation of the new cameras will ensure greater availability of information in real time, which is key to optimizing road safety, mobility and expanding coverage in the process of early notification of expirations of the Mandatory Traffic Accident Insurance (Soat) and the Mechanical Technical Review (RTM).
Another expected effect is the improvement in bus mobility and timely arrival at stations, as well as the promotion of respect for traffic rules, which will create safer environments for pedestrians, cyclists and motorists, also helping to raise public awareness about the importance of compliance with road regulations.
The National Road Safety Agency reported that, at the national level, There are currently 1,112 authorized photo comparison cameras, of which approximately 127 are operating in Cali. These systems, in accordance with regulations, require prior authorization from the Ministry of Transportation and must be accompanied by signage that clearly informs drivers of the presence of surveillance devices before entering controlled areas.
