The brother of the Chief of Staff, Luis Arroyo, was benefited with a contract of S/6,000 in the Peruvian Sports Institute (IPD), an entity attached to the Presidency of the Council of Ministers (PCM), according to a report released this Sunday by Fourth Estate.
According to the report, during the premier’s administration, his older brother, Jaime Arroyo (72), was hired to provide support service in sports programs and events of the National Directorate of Recreation and Sports Promotion.
The service order was issued on May 27, a few days after the beneficiary obtained registration in the National Registry of Providers (RNP) to carry out work related to the promotion of physical activity and sports at the national level.
José Trelles, an expert in State contracting, declared to Sunday that the legislation prohibits ministers from hiring family members within their own sector, although he specified that this restriction does not necessarily extend to other State entities.
However, he indicated that it is necessary to determine if there was any type of intervention by the then president of the Council of Ministers. “What needs to be verified here is whether this hiring has had some level of interference, indirect or direct, from this high authority in the hiring of the brother,” he said.
The report also indicated that the brother has almost no history as a supplier to the State. According to public portals, there are only two service orders issued in 2017 by the Provincial Municipality of Ascope, in La Libertad, for surveillance work at a construction site.
The Sunday newspaper reviewed the prime minister’s sworn statements and found that he stated that his brother had no known occupation or profession. Furthermore, in the section corresponding to the work center the annotation “not applicable” appeared.
Regarding the characteristics of the contracting, Trelles questioned the process followed by the entity. “In essence, this is essentially an invitation to a certain closed number of suppliers to submit an offer and with it to proceed with the contracting,” he said.
“The supplier was not a supplier with experience in contracts with the State, that is, he had recently registered, he had registered in the National Registry of Suppliers. These are the questions that the entity is going to have to answer. How does it summon someone who had recently obtained an RNP and how would the profile of the requirement fit with the requirements that this professional or this person has to be hired by the State,” he advanced.
Fourth Estate He tried to obtain the beneficiary’s version, but was unable to locate him by phone or in Ascope and Trujillo. For its part, the communications area of the PCM indicated that the chief of staff became aware of the hiring of his brother only after the queries formulated by the journalistic program.
Furthermore, he specified that Jaime Arroyo He only presented one deliverable, charged S/3,000 and then refused to continue with the service. “It is up to the Peruvian Sports Institute to provide explanations and support the criteria that motivated said hiring,” the office said.
