The regions of Ica, Cusco and Lambayeque obtained the best results of the Regional Performance Index (IDER) 2025, prepared by the Ministry of Labor and Employment Promotion (MTPE), which evaluated 26 jurisdictions in the country in terms of labor management and employment promotion. The indicator takes into account aspects related to service coverage, administrative efficiency, budget execution and the capacity of regional governments to allocate additional resources to the labor sector.
The recognition was granted during the National Meeting of Management and Regional Directorates of Work and Employment Promotion called “Recognizing innovation and regional performance”, a space promoted by the MTPE to strengthen coordination between the National Government and regional authorities, in addition to promoting public innovation practices in territorial management.
The activity included the participation of the Minister of Labor and Employment Promotion, Óscar Fernández Cáceres, who highlighted the relevance of maintaining articulated work between the Executive and the regions to improve services aimed at workersemployers and citizens. According to him, these spaces allow us to evaluate progress and detect pending challenges in labor policies at the national level.
“This meeting of management and regional directorates of Work and Employment Promotion “It has allowed us to share progress, identify challenges and strengthen the joint work we do for the benefit of workers, employers and citizens throughout the country,” he added.
The head of the sector also highlighted the performance of the recognized regions, pointing out that they managed to convert public resources into concrete results for the population. “Today we recognize the three best regions that have managed to transform resources into tangible results for the population. Our challenge as a sector is to expand coverage, improve the quality of services and accelerate access to decent and formal employment for more Peruvians,” he stated.

The IDER 2025 was prepared with a methodology based on standards from the Organization for Economic Cooperation and Development (OECD) and measures four dimensions related to regional management in labor matters. One of the criteria is coverage, which analyzes the number of citizens served through eight services considered high impact in each region.
Another component is efficiency, which reviews the average cost of care per beneficiary, while spending capacity evaluates the level of execution of the budget assigned to the institution. work function. Likewise, the indicator considers the budgetary effort made by regional governments through additional resources to those transferred by the National Superintendency of Labor Supervision (Sunafil).
Based on these factors, the ministry built a national ranking to identify which were the regions with the best results in the administration of resources and in the generation of citizen impact through the labor services and of employment promotion.
He MTPE reported that IDER monitoring is carried out within the framework of the management agreements signed with the regional governments. Through this mechanism, the entity permanently monitors the evolution of indicators linked to coverage, efficiency and budget execution in the different regions of the country.
